Description
The City of Fort Smith is seeking a qualified construction manager‑at‑risk (CMAR) team to design and construct improvements to the Massard Water Reclamation Facility, including a new influent pump station, aeration basin, secondary clarifier upgrades, wet‑weather treatment, PAA system expansion, solids handling, effluent pipelines, and related civil/electrical works. The scope covers pre‑construction services (constructability, value engineering, estimating, scheduling) beginning October 2026, followed by phased construction through December 2028. Qualified contractors must be licensed by the Arkansas Contractors Licensing Board and submit Statements of Qualifications by 2 pm on September 18 2026. An optional pre‑SOQ meeting and site tour is scheduled for August 31 2026.
