Description
The U.S. Army seeks a commercial‑off‑the‑shelf (COTS) Digital Intermediate Frequency Subsystem (DIFS) to replace legacy analog L‑Band IF hardware at up to twenty (20) worldwide SATCOM teleport sites. The solution must be modular, open‑standard (IEEE‑ISTO Std 4900‑2021), capable of digitizing analog L‑Band signals (950 MHz‑2.050 GHz), transporting them over a high‑speed (up to 100 GbE) switch fabric, and reconverting them, while providing automated management, built‑in test, high availability (≥ 0.9998), rapid maintainability (MTTR ≤ 30 min), and full RMF security (Confidential‑Moderate). The vendor must deliver a Full‑Scale Engineering Development (first‑article) unit, Technical Data Package, manuals, training, test reports, logistics demonstration, integration support, and RMF artifacts. The effort proceeds in three steps: solution‑brief submission (by 10 Dec 2026), optional pitch/demo, then a formal proposal leading to a FAR Part 12 commercial contract (or OTA) expected to be awarded in Q1 2027.
