The Greater Richmond Transit Company (GRTC) is seeking proposals from qualified firms to manage Renewable Identification Numbers (RINs) generated from its compressed natural gas (CNG) fuel consumption under the federal Renewable Fuel Standard. The scope includes evaluating eligible RINs, registering them with the EPA, tracking generation, and monetizing the credits to generate revenue for the agency. This work requires expertise in environmental compliance, fuel‑use reporting, and market trading of renewable credits. • Perform analysis of GRTC’s CNG fuel usage to determine RIN eligibility. • Register, track, and manage RINs in accordance with EPA regulations. • Develop and execute a monetization strategy to sell RINs and maximize revenue. • Provide ongoing reporting and compliance documentation throughout the contract period.
