Description

The Commonwealth of Kentucky's Justice and Public Safety Cabinet, Department of Juvenile Justice, is seeking information to inform the planning, development, and delivery of high-acuity mental health treatment services for juveniles. The department is looking for input on the design and implementation of a secure residential treatment facility that can provide inpatient psychiatric care and behavioral modification services for high-acuity youth. The facility is expected to have a capacity of 16 beds, with 8 beds for psychiatric care and 8 beds for stabilization and assessment. The department is also seeking information on the proposed service delivery model, partnership structure, and accountability measures. Some key points to consider include: • Evidence-based practices for high acuity behavioral health services • Demonstrated expertise and operational capacity • Cost-effectiveness and long-term sustainability • Proposed service delivery model • Partnership structure and accountability measures • Plans for data collection, performance metrics, and outcome evaluation • Timelines for construction and/or delivery of services

Budget estimate

$20,000,000 – $40,000,000

Based on the information provided, the estimated cost of the facility is approximately $24,750,000, with a total project cost of $34,750,000. However, this is just an estimate and the actual cost may vary depending on various factors. If we assume that the selected vendor will be responsible for the construction and operation of the facility, the budget could be in the range of $20 million to $40 million, considering the construction costs, operational costs, and potential revenue from Medicaid reimbursement.
