BACKFLOWS - INSPECTION, MAINTENANCE & REPAIR

The National Park Service at Independence National Historical Park in Philadelphia seeks a small‑business contractor to perform annual testing, certification, and responsive maintenance/repair of all backflow prevention devices and air‑gap separations across the park. The contract is firm‑fixed‑price, set‑aside for women‑owned, service‑disabled veteran‑owned, and HUBZone small businesses. Work includes: • Annual functional testing and certification of each device, with results submitted to the Philadelphia Water Department and the NPS Contracting Officer Representative (COR). • Immediate on‑site repair or replacement of any device found non‑compliant, adhering to city‑certified technician requirements. • Preparation of detailed cost proposals for any new or replacement devices prior to work, subject to COR approval. • Development and maintenance of a comprehensive device inventory and testing logs for a three‑year retention period. • Coordination of water shut‑offs, site access, and compliance with historic preservation and safety regulations. The base period runs 09/28/2026‑09/27/2027 with four one‑year option extensions through 09/27/2031. A mandatory site visit is scheduled for 09/16/2026.
