Merchant Card Processing Services

The City of Carrollton is seeking a qualified vendor to provide comprehensive merchant card processing services for all city payments and transactions. The contract will cover transaction processing, settlement, reporting, compliance with payment card industry (PCI) standards, system integration with existing municipal financial systems, and ongoing technical support and customer service. The selected vendor must demonstrate experience with municipal or large‑scale payment processing, provide competitive pricing, and be able to meet the city’s security and reporting requirements over a six‑year term, with two optional two‑year renewal periods. • Provide end‑to‑end card transaction processing (credit, debit, prepaid, contactless) for city departments. • Ensure PCI‑DSS compliance, fraud detection, and dispute resolution. • Integrate processing platform with the city’s accounting/ERP system. • Deliver detailed transaction reporting and analytics. • Offer 24/7 technical support and account management. • Meet insurance, bonding, and regulatory requirements as outlined in the RFP. • Commit to a six‑year contract term, with two optional two‑year renewals.
