Description

The National Marine Fisheries Service (NMFS) is seeking a contractor to develop and implement a Machine Learning Assisted Electronic Monitoring (ML‑AEM) system for West Coast fixed‑gear fisheries. The effort will involve creating advanced computer‑vision and machine‑learning models to automatically detect, classify, and quantify catch and by‑catch from video streams captured by electronic monitoring devices on fishing vessels. The contractor will integrate these models with existing hardware, provide data‑processing pipelines, generate required regulatory reports, and support ongoing system validation and maintenance. • Scope includes data collection, model training, validation, and deployment on vessel‑mounted systems. • Must deliver a turnkey solution that meets NMFS data‑quality standards and integrates with NOAA’s reporting infrastructure. • Includes provision of software, documentation, training for NMFS personnel, and a support/maintenance plan for the contract period. • Requires expertise in marine fisheries, computer vision, deep learning, and real‑time embedded systems. • Deliverables: functional prototype, full‑scale production system, performance validation reports, and ongoing technical support.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a budget. Federal contracts for custom AI‑driven monitoring systems for a national agency typically range from several hundred thousand to a few million dollars, depending on system complexity, data volume, and support duration. Assuming a multi‑year effort with prototype development, full deployment, and ongoing maintenance, a reasonable estimate is $0.5 M to $2 M. Factors influencing the final amount include the number of vessels equipped, the depth of model training required, integration with existing NOAA infrastructure, and the length of the support period.
