Deferred Compensation Consulting Services

Multnomah County is seeking a qualified individual or agency to provide investment advisory and audit services for the County's deferred compensation program. The selected proposer will provide expert, independent services tailored to a governmental 457(b) plan, acting as a fiduciary advisor to the Deferred Compensation Committee. Services will include consulting, RFP solicitation support, and auditing. The contract term will be for three years, with one option to renew for an additional two years. The County prioritizes vendors demonstrating ethical practices, innovation, and collaboration in service delivery. • The proposer will provide quarterly reviews of investment options against industry benchmarks and the County's Investment Policy Statement. • The proposer will use industry-standard metrics to assess performance, fees, and manager stability. • The proposer will provide market overview and economic outlook. • The proposer will create and maintain a fund watch list for investment lineups that are not meeting objectives in the IPS. • The proposer will recommend fund replacements via analysis, including due diligence and peer comparisons. • The proposer will provide cost analysis and monitoring of the plan investment expenses compared to benchmarks.
