The City of Rocky Mount is seeking a qualified consulting firm or individual consultant to develop its FY 2027‑2029 Consolidated Plan and the FY 2027 Annual Action Plan to satisfy HUD’s CDBG and HOME program requirements. The consultant will collect, analyze, and present demographic, economic, and housing data; conduct extensive community outreach; draft goals, strategies, and funding priorities; and deliver a complete draft plan by early April 2027 for City Council adoption and HUD submission. The effort is a fixed‑price, up‑to‑$30,000 contract with a 12‑month term, requiring monthly invoicing and bi‑weekly status meetings with city staff.
• Scope includes data collection, research, analysis, and preparation of HUD‑required tables and narratives.
• Conduct public meetings, hearings, and stakeholder outreach as mandated by HUD.
