Multidisciplinary On Call Professional Services: Plan Check, Engineering, Environmental, and Office & Field Support

The City of Pinole is seeking qualified consulting firms to provide on‑call, multidisciplinary professional services for its Community Development and Public Works Departments. The four‑year contract (starting February 1 2027) will cover plan review, permitting, field inspections, engineering design, storm‑water and wastewater compliance, environmental review, construction management, surveying, geotechnical testing, grant writing, and real‑estate services. Consultants may be awarded work across one or more of these categories and will be called upon on a routine, intermittent, or urgent basis to supplement city staff, meet regulatory deadlines, and support capital improvement projects. • Four‑year on‑call contract beginning Feb 1 2027 • Services include plan check, engineering, environmental compliance, construction management, surveying, grant support, and real‑estate assistance • Open to multiple consultants; firms can propose for any combination of service categories • Evaluation based on understanding of scope, methods, experience, communication, and cost (total 100 pts) • Submission deadline Nov 30 2026; questions due Nov 3 2026; award anticipated Jan 18 2027 • Contracts will be managed by the Community Development Director and Public Works Director.
