The County of Lake is seeking a qualified consulting firm to develop its 7th Cycle Housing Element, a comprehensive plan that must satisfy California Department of Housing and Community Development (HCD) requirements, align with the County’s Housing Action and Implementation Plan (HAIP), General Plan, Climate Adaptation Plan, and Prohousing Designation application. The consultant will manage the project, conduct analyses of past housing element performance, engage the community, assess housing needs (including special populations), evaluate site inventories, analyze resource constraints, and produce a final Housing Element for submission to HCD by August 15 2027.
• Lead project management, schedule, budget, and reporting.
• Perform requisites analysis of prior housing element outcomes and lessons learned.
• Design and execute a robust community outreach program (up to 10 workshops, online engagement, stakeholder meetings).
• Conduct detailed housing needs assessment, including demographic, economic, and special‑needs analyses.
• Analyze resource constraints (land, financing, construction costs) and propose mitigation strategies.
• Develop site inventory, capacity analysis, and zoning recommendations.
• Draft fair‑housing assessment and compliance documentation.
• Deliver the final Housing Element, supporting documentation, and all required checklists by the August 15 2027 deadline.
