The contractor will serve as the central liaison for labor‑relations, workforce‑targeted‑hire compliance, student‑participation coordination, and reporting, providing end‑to‑end program administration from mobilization through closeout. The work encompasses pre‑bid support, ongoing compliance monitoring, data management, training, and advisory services, with a required deliverable cadence of monthly and quarterly reports and annual Board‑level presentations.
• Develop and implement a CWSOA Administration Plan, including compliance protocols, reporting templates, and stakeholder kickoff meetings.
• Provide pre‑bid and pre‑construction support, verify contractor registrations, and manage Letter of Assent and Core Employee documentation.
• Coordinate targeted‑hire, disadvantaged‑worker, and student‑workforce participation with unions, community organizations, and RCCD programs.
• Monitor certified payroll, apprenticeship ratios, and other compliance metrics; issue notices of non‑compliance and corrective‑action plans.
• Maintain a labor‑compliance tracking system, deliver monthly dashboards, quarterly summaries, and final close‑out audit packages.
