Description

The Western Area Power Administration (WAPA) is seeking sources for the development of an electrical safety training program. The program aims to enhance the safety culture, ensure the consistent application of established safety protocols, and maintain compliance with all applicable federal, state, and WAPA-specific safety regulations. The training will focus on preventing accidents, minimizing risks, and fostering a safe working environment within substation settings. The target audience includes WAPA federal employees who require access to substation facilities. The training program will incorporate a blended learning approach, emphasizing theoretical knowledge delivered through engaging photos and informative videos. The scope of work includes developing a customized digital training presentation that directly addresses all training objectives outlined in the statement of work. • The training program will cover topics such as safe and unsafe contact, voltage awareness, minimum approach distances, arc flash boundaries, personal protective equipment, electrical contact, induced voltage and current, step-and-touch potential, control room hazards, trip and fall hazards, and emergency preparedness. • The training presentation will adhere to and incorporate requirements from OSHA standards, National Electrical Safety Code (NESC), and National Electrical Code (NEC). • The training program will be mandatory for all WAPA federal employees who require access to substation facilities. • The contractor will deliver a customized digital training presentation to Western Power Administration, which will receive full rights and a perpetual license to utilize this training content for the education of its employees.

Budget estimate

$50,000 – $200,000

The budget for this project is difficult to estimate because the document does not provide a specific budget or payment amount. However, based on the scope of work, it appears that the project involves developing a customized training presentation, which may require significant expertise and resources. Assuming that the contractor will need to invest time and effort in developing the training presentation, the budget may be in the range of $50,000 to $200,000. This estimate is based on the assumption that the project will require a team of experts, including instructional designers, subject matter experts, and multimedia developers, to develop a high-quality training presentation. The actual budget may be higher or lower, depending on the complexity of the project, the expertise of the contractor, and the negotiating power of the parties involved.
