The Authority anticipates awarding Master Agreements to multiple firms that prequalify under this Request for Qualification Statement (“RFQS”). Work Orders issued under these Master Agreements may include multiple work types that are further specified in the RFQS. It is anticipated that the bid document(s) will be available to pre-qualified bidders on a work order basis as needed. To pre-qualify for the above project, all participating firms must execute the Terms of Discussion and submit the Contractor’s Qualification Statement with their RFQS submittal package. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin, age, or disability in consideration for an award. Budget estimate

$5,000,000 – $50,000,000

The posting does not disclose a total contract value. Master agreements for large transportation infrastructure (e.g., bridge maintenance) typically range from a few million dollars per year to tens of millions, depending on the number and scope of work orders issued. Assuming the Port Authority issues several $1‑$5 million work orders annually over a multi‑year term, a qualified firm could expect total earnings in the $5 million to $50 million range over the life of the agreement. Factors influencing the budget include the number of work orders awarded, the complexity of each task (structural repair vs. routine maintenance), and the length of the master agreement term.
