Refurbished and Used Boxcars

The U.S. Department of Transportation Volpe Center is conducting market research to determine the availability of refurbished or used 50‑foot railroad boxcars that meet strict AAR, ASTM, AWS, ASME, and CFR‑49 specifications for the transport of ammunition and explosives. Respondents must provide detailed capability statements, pricing, lead‑time, warranty, and certification information for either refurbishing existing cars or supplying used cars that meet the required dimensions, load capacities, safety appliances, and painting standards. The solicitation is an RFI only; no contract award is guaranteed and the government will not reimburse response costs. • Required boxcar specs: 263,000 lb GRL, ≥ 70‑ton capacity, interior ≥ 50 ft L × 9 ft 4 in W × 10 ft 4 in H, AAR designation XM/B314. • Two options: (1) Refurbished cars meeting remaining service‑life ≥ 30 years; (2) Used cars meeting the same technical criteria and weather‑tight roofing. • Respondents must submit a Statement of Capabilities by 13 Nov 2026, including unit cost estimates for up to 500 cars, AAR certification (for refurbishment), lead time, warranty, and prior DoD/Army contract experience.
