The City of Richmond, through its Police Department, is seeking a single, purpose‑built armored rescue vehicle (ARV) to serve as a highly mobile, rifle‑resistant rescue platform for police, fire/medical personnel, and victims during high‑threat incidents. The vehicle must provide NIJ Level IV‑type ballistic protection, four‑wheel‑drive mobility, run‑flat tires, a hydraulic breaching system, 360° camera suite, intercom/PA, HVAC, and casualty‑evacuation capability for at least ten occupants. The vendor must supply full documentation, warranties, and on‑site training, and deliver the vehicle to the City’s designated location in Richmond, CA.
