Description

The Commonwealth of Kentucky is seeking information to inform the planning, development, and delivery of high-acuity mental health treatment services for juveniles. The Department of Juvenile Justice (DJJ) is looking for input on the design and implementation of a secure residential treatment facility to provide inpatient psychiatric care and secure programming for high-acuity youth. The facility would serve as a leading national example of forward-thinking best practices for juvenile rehabilitation. The DJJ welcomes information on construction and operating plans, including alternative methods of construction, delivery of services, or contracting. Respondents are encouraged to provide information on evidence-based practices, demonstrated expertise, cost-effectiveness, and long-term sustainability. Some key aspects of the project include: • A facility size of 38,700 gross square feet with approximately 3,000 square feet of outdoor space • A secure treatment environment and specialized services capable of addressing manifest aggression, violence towards self or others, property destruction • A centralized clinical health space with connecting assessment and stabilization units as well as psychiatric units • Flexible spaces to provide on-unit services and expand or contract grouping of youth within each space at the discretion of the providers and staff • Option for future expansion and additional housing units

Budget estimate

$20,000,000 – $50,000,000

Based on the provided information, the estimated cost of the facility is approximately $34,750,000. However, this is a conceptual cost estimate and may not reflect the actual cost of the project. The budget for the winning bid may include the cost of construction, operation, and maintenance of the facility, as well as the cost of providing medical services to the juveniles. The Commonwealth is looking for cost-effective and long-term sustainable solutions, so the budget may be influenced by these factors. The budget may also depend on the structure of the contract, which could be a fixed-price contract, a cost-plus contract, or a public-private partnership. The Commonwealth may also consider the cost of staffing, equipment, and supplies when determining the budget. Given these factors, the estimated budget range could be between $20 million and $50 million.
