Call for Solutions: Fog Tester Analysis Software Application

The U.S. Army DEVCOM‑SC is seeking a modern, secure, stand‑alone software application to replace the existing LabVIEW‑based BarTarget tool used for post‑test image analysis of the Fog Tester system. The solution must run on Windows 11, communicate with the FogTester controller via TCP, automate contrast‑ratio calculations, generate pass/fail results, and produce exportable reports compatible with Microsoft Word and Excel. The effort includes full software‑assurance compliance (secure coding, static analysis, SBOM, STIG checklist, flaw remediation) and delivery of source code with Government‑purpose rights. The acquisition will be conducted in two phases: a Phase 1 solution brief (≤ 8 pages) due 4 Sept 2026, followed by an optional Phase 2 live demonstration. The contract will be a Firm‑Fixed‑Price award under FAR Part 12. • Develop a Windows 11 image‑analysis application (LabVIEW, .NET, or Python) that integrates with existing FogTester software via TCP. • Automate contrast‑ratio calculation, time‑based plotting, and pass/fail determination per haze calibration standards. • Provide export of results/graphs to Word/Excel and generate calibration files. • Meet extensive Software Assurance (SwA) requirements: secure coding, SAST ≥ 80 % coverage, SCA, SBOM (CycloneDX/SPDX), DISA ASD STIG compliance, and POA&M for vulnerabilities. • Deliver source code, build instructions, and grant Government‑purpose rights. • Phase 1 brief (≤ 8 pages) due 4 Sept 2026; questions due 26 Aug 2026.
