RFP for Financial Management System Replacement

The City of Missoula is seeking a modern Financial Management System (FMS) to replace its current enterprise financial system. The new system should support governmental and enterprise fund accounting, purchasing and accounts payable, budgeting, capital project accounting, capital asset management, and external financial reporting. The City prefers a SaaS or cloud-hosted deployment model and is looking for a best-value solution that can serve as a system of record, support continuous close and audit-by-design practices, reduce reliance on spreadsheets, and improve budget-to-actual transparency. Key features required include: • Continuous close and audit-by-design • Capital asset and CIP lifecycle management • Budget-to-actual integration with multi-year and vacancy intelligence • Single source of truth with near-real-time integration • Role-based self-service reporting The City has a workforce of approximately 850 employees, with 154 core finance users and 151 departmental users. The annual AP volume is around 11,600, and the City has a complex fund structure with 120 Governmental Funds, 9 Enterprise Funds, 1 Internal Service Fund, 4 Component Units, and 9 Fiduciary Funds. Some of the key integration requirements include payroll/HR, utility billing, banking/treasury, and reporting and data extraction to downstream tools.
