The Lansing Board of Water and Light (BWL) is seeking a comprehensive Finance Planning Software (FPS) to replace its aging SAP BPC solution. The vendor will deliver a standalone, cloud‑or‑on‑premise system that supports budgeting, forecasting, scenario modeling, revenue budgeting, and integrated reporting, with full data migration from existing SAP, Excel, Power BI, and other tools. The contract includes full implementation services (design, configuration, testing, training, and post‑go‑live support) and a multi‑year support plan. • Replace SAP BPC with a modern FPS that integrates with SAP ECC, Workday, PowerSimm, Power BI, and Excel. • Deliver functional capabilities: scenario modeling, driver‑based forecasting, automated budgeting, monthly/annual budget‑vs‑actual reporting, advanced analytics, workflow automation, and compliance (SOC 2, ISO 27001). • Provide full implementation services: project kickoff, detailed project plan, weekly status reports, design documents, configuration, test plans, user training, production transition, and ongoing support. • Technical requirements include cloud or private‑cloud hosting, robust security (encryption at rest/in‑motion, MFA, role‑based access), disaster recovery, API‑based integrations, and audit logging. • Timeline: RFP release 10/05/2026, questions due 10/09/2026, proposal deadline 10/16/2026, award 11/18/2026, contract execution 12/18/2026, project start 01/02/2027, implementation complete 06/30/2027.
