Houston Airport System (HAS) is seeking industry input for a Design‑Build‑Finance‑Operate‑Maintain (DBFOM) partner to develop, finance, construct, operate, and maintain on‑site clean‑energy generation and storage assets that will supply 100 % of George Bush Intercontinental Airport’s electricity, chilled‑water, and hot‑water needs with redundant capacity for resiliency. The effort will explore Energy‑as‑a‑Service (EaaS) or Power Purchase Agreement (PPA) models, requiring the vendor to propose commercial‑ready technologies (solar PV, battery/thermal storage, hydrogen‑ready generators, CHP, heat pumps, wind, fuel cells) and a financing plan that meets or beats the airport’s current electricity cost of ~5 cents/kWh. Respondents must detail capability to design, construct, finance, operate, and maintain the system over a multi‑year term, address integration with existing 12.47 kV CenterPoint meters, and outline risk‑allocation, sustainability, and future‑load scalability (including EV charging and potential electric aircraft).
• Target solution delivers ~50 MW initially, scalable toward ~100 MW, with on‑site storage.
• Must provide a cost‑effective, low‑emission energy mix (renewable, hydrogen‑ready, or CHP).
• Proposal format: four sections (Business Viability, Operational Expertise, Energy Initiative Approach, Additional Information) with strict page limits and submission of two USB‑drive copies in a sealed envelope.
• Key dates: pre‑bid conference & site tour 4 May 2023, questions due 22 July 2023, final RFI response due 31 August 2023.
