Request for Information (RFI) – Financial Reporting & Accounting

The Defense Intelligence Agency (DIA) Office of the Comptroller is issuing a Sources‑Sought Request for Information to gauge market capability for comprehensive financial accounting and reporting support. The effort will include general ledger management, journal voucher processing, fund‑balance‑with‑Treasury reconciliation, asset lifecycle accounting, CLIN reconciliation, preparation of quarterly financial statements and the Agency Financial Report, and support for a potential ERP migration. Work will be performed on‑site at DIA Headquarters in Washington, DC, under strict TS/SCI + CI polygraph clearance requirements. The contractor must demonstrate experience with PeopleSoft/FACTS, federal financial reporting standards (FASAB, OMB A‑136), and the ability to staff two concurrent operational teams while maintaining uninterrupted audit opinions. • Provide detailed examples of prior federal‑level financial accounting, GL, asset, and contract accounting work. • Outline technical approach for GL, FBwT, asset, CLIN, and reporting functions, including automation and analytics. • Describe staffing model, clearance strategy, and transition/continuity plan, and submit a rough order of magnitude cost estimate.
