Actuarial Valuation for GASB OPEB and Additional Services

The Otay Water District is seeking a qualified actuarial consulting firm to conduct a GASB 75-compliant OPEB actuarial valuation as of June 30 2026, produce required accounting schedules and disclosures, calculate actuarially determined contributions, and perform a supplemental analysis of a 2024 plan change. The contract may be extended for a second valuation covering June 30 2028. Deliverables include valuation reports, expense reports for two fiscal years, presentations to the Finance Committee and Board, and coordination with the California Employers’ Retiree Benefit Trust. • Perform a full OPEB actuarial valuation (June 30 2026) and optional June 30 2028 valuation. • Generate GASB 75 accounting expense reports for the District’s fiscal years ending June 30 2027 (and 2028, with optional extension). • Deliver a fixed‑fee supplemental study evaluating the 2024 OPEB plan‑change outcomes and, if extended, a second supplemental contribution study. • Provide presentations to District leadership and ad‑hoc valuation support as required.
