The Department of Conservation and Recreation (DCR) in Massachusetts is seeking a qualified firm to perform a full appraisal review of the conservation‑restriction interest on the Panagiotes property (approximately 37.28 acres) located off Locke Road in Ashby, MA. The review must verify that the appraisal complies with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA “Yellow Book” 2016) and USPAP, confirm the appraiser’s qualifications, develop a Task Assignment for the ultimate appraisal, and produce an Appraisal Review Report that includes a checklist of required documentation. The vendor must also notify DCR of any value‑impacting information discovered during the review.
• Verify that the contract appraiser meets Forest Legacy Program requirements and holds a current Massachusetts general real‑estate appraiser license.
• Work with DCR staff (post‑site visit) to draft a Task Assignment and ensure the final appraisal report contains the required documentation checklist.
• Deliver one paper and one electronic copy of the appraisal review report to the DCR contact by the specified deadline, and communicate any material new information that could affect value.
