RFP-Environmental and Historic Preservation Consultants for BEAD Broadband Infrastructure Projects-Addendum 1

The Rhode Island Commerce Corporation is seeking an experienced environmental and historic preservation (EHP) consulting firm to lead and coordinate all EHP compliance activities for the state’s BEAD broadband infrastructure projects. The consultant will review 14 project areas, develop NEPA/EHP schedules, enter data into the NTIA ESAPTT system, produce GIS deliverables, and provide both in‑person and remote monitoring of subgrantee compliance. The work includes preparing select EHP documents for the Corporation, supporting subgrantees, assessing categorical exclusions, and may later expand to construction‑monitoring via a contract extension. • Lead coordination of environmental and historic preservation compliance across 14 broadband project areas in Rhode Island. • Prepare and submit required EHP documentation, enter all data into NTIA’s ESAPTT system, and deliver GIS files using RIGIS data. • Provide ongoing monitoring (in‑person and remote) of subgrantee compliance, with optional construction‑monitoring to be added later. • Act as the Corporation’s point of contact for permitting, stop‑work authority, and corrective actions.
