Medicare Advantage Plan

MNPS is seeking a fully‑insured Medicare Advantage (MA) health‑plan provider to serve its retired employees and eligible dependents. The contract will cover both HMO and PPO options, require a detailed benefit design that mirrors current plans (Option #1) and a variant without the $150 medical deductible (Option #2), and may include an optional third proposal for enhancements. The award will be heavily weighted toward the lowest monthly premium for Option #2, but the contractor must also meet extensive network continuity, reporting, implementation, and retiree‑support requirements over a five‑year performance period. • Provide a fully‑insured MA plan (medical + prescription drug) for ~4,160 retirees/dependents, with HMO and PPO options. • Submit detailed benefit designs for three options, with Option #2 (no deductible) being the primary evaluation factor. • Deliver implementation services: data‑exchange, enrollment processing, ID‑card issuance, communication plan, and ongoing utilization/reporting to MNPS and CMS. • Include retiree‑advocacy services, wellness incentives, and maintain a broad provider network that meets CMS adequacy standards. • Commit to a 5‑year contract (2027‑2032) with possible annual extensions, and provide annual pricing that does not exceed CPI‑U adjustments.
