The Department of Veterans Affairs is seeking architectural and engineering design services to renovate the historic Clock Tower Building 34 for physical therapy at the James H. Quillen VA Medical Center in Mt. Home, Tennessee. The selected firm will prepare complete drawings, specifications, observation/evaluation/technical reports, cost estimates, and services throughout construction. The project involves creating a design for a complete addition of a physical therapy rehabilitation center and prosthetics and orthotics lab, approximately 23,000 square feet. The construction budget is $13,000,000.00. • The project requires a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. • The selected firm must be registered in the System for Award Management (SAM) website and be verified by the Department of Veteran Affairs Center for Veterans Enterprise (CVE). • The firm must submit their current SF330, which will be evaluated based on eight criteria, including professional qualifications, specialized experience, and past performance. • The top-rated firm will be selected to hold discussions and submit a fee proposal. • The contract will be awarded as a negotiated firm-fixed price contract.
