Master Lease Services

The Delaware Division of Substance Abuse and Mental Health (DSAMH) is soliciting a single prime vendor to provide Master Lease Services for its supportive‑housing programs serving adults with serious and persistent mental illness. The vendor will acquire, lease, and manage residential units statewide, handle landlord relations, perform property‑maintenance, collect rent, and coordinate tenant onboarding and ongoing support, while complying with federal, state, and local regulations. The contract is cost‑reimbursement, with a base term of one year and up to four optional one‑year extensions, funded at approximately $3.2 M for FY 2026. • Acquire and secure master‑lease agreements for clustered or scattered apartments, meeting ADA and 20 %/2‑person diversity rules. • Provide full‑service property management: 24/7 emergency line, maintenance response within 24 hrs (48 hrs non‑emergency), quarterly HUD‑NSPIRE inspections, rent collection, and landlord payments. • Coordinate tenant placement, lease orientation, and ongoing tenancy advocacy in partnership with DSAMH case‑management staff; no clinical services are required. • Submit detailed monthly usage reports, quarterly subcontractor reports, and an annual audit; maintain required insurance and background‑check compliance.
