INDEPENDENT EVALUATION, MEASUREMENT, AND VERIFICATION CONTRACTOR

The State of Hawaii Public Utilities Commission is seeking a contractor to provide independent evaluation, measurement, and verification services for the Public Benefits Fee Programs, Energy Efficiency Portfolio Standard, and other programs. The contractor will be responsible for managing and providing some or all of the following services: impact evaluation, review and update of Technical Reference Manuals, research and analysis, baseline studies, energy efficiency potential studies, and additional evaluation-related services. The contract term will be approximately 3.5 years, with an option to extend for up to three years. The contractor must be an individual or firm not affiliated with the Public Benefits Fee Administrator, Hawaii electric or gas utilities, or another agency of the State of Hawaii. Key aspects of the job include: • Providing independent research and assessment services • Managing and providing evaluation, measurement, and verification services • Reviewing and updating Technical Reference Manuals • Conducting research and analysis • Performing baseline studies and energy efficiency potential studies • Providing additional evaluation-related services as directed by the Commission The contractor must have strong oral and written communication and analytic skills, knowledge of current and evolving trends in implementation and assessment of demand-modifying programs, and a thorough understanding of the expected duties.
