Community Workforce Agreement (CWA)

The Housing Authority of the City of Los Angeles (HACLA) is seeking a qualified consultant to serve as a third‑party Community Workforce Agreement (CWA) Administrator for the Jordan Downs Phase S6 redevelopment project (and potentially other HACLA projects). The contractor will develop and maintain CWA administration manuals, monitor compliance with Section 3 hiring goals, track labor and apprenticeship data, manage pre‑job conferences, oversee grievance and dispute processes, produce monthly compliance reports, and provide training and support to HACLA staff. The contract is a one‑year term with four optional one‑year renewals, and the total value is expected to be under $350,000. Vendors must submit a fully‑burdened, all‑inclusive price quote by 5 PM PST on 23 Oct 2026.
