Earthmover Data Access Service

NOAA’s Acquisition and Grants Office intends to award a non‑competitive, sole‑source contract to Earthmover PBC for cloud‑based data‑access services that will support the NOAA Ecosystems Initiative Project (NEAP) and the Changing Ecosystems and Fisheries Initiative (CEFI). The contract will provide a modern catalog, API gateway, and seamless integration with Python, R, and GIS tools, replacing legacy servers and enabling rapid, scalable access to large high‑volume model output files from the NOAA Modular Ocean Model (MOM 6). The period of performance is one year, from 18 September 2026 to 17 September 2027, and the award will be made via a simplified purchase order under FAR 12.102(a). Interested firms may submit a written affirmation of capability, but competition is not anticipated. • Provide SaaS access to the Earthmover platform for NOAA data users. • Deliver API, catalog, and integration tools for Python, R, GIS. • Replace legacy server infrastructure for high‑volume ocean model outputs. • One‑year performance period (Sept 2026 – Sept 2027). • Sole‑source award to Earthmover PBC; non‑competitive procurement.
