The State of Delaware’s State Use Law Commission is seeking nonprofit organizations (tax‑exempt under 26 U.S.C. § 501(c)) to become Central Non‑Profit Agencies (CNAs). CNAs will act as “gate‑keepers” for the State’s set‑aside contracts that must be awarded to agencies employing individuals with visual impairments or other disabilities. The CNA will recruit and assist Community‑Resource‑Providers (CRPs), manage subcontract distribution, handle invoicing, ensure labor‑content requirements (≥75 % disabled labor for services, ≥50 % for products), and perform reporting, marketing, and quality‑assurance duties. The designation term is three years, with renewal windows each year. The solicitation includes pricing scenarios based on existing state contracts ranging from $1,502 to over $5 million. • Manage and coordinate all set‑aside contracts on behalf of the State, including subcontract allocation to CRPs. • Ensure compliance with disability labor‑content thresholds and oversee payroll, invoicing, and payment to CRPs. • Provide training, marketing, research, and reporting support, and incorporate management fees into contract prices.
