RFP 2021-30 Covered California for Small Business General Agents

This contract awards multiple California‑based insurance agencies the right to act as General Agents for Covered California’s Small Business (CCSB) marketplace. The agencies will support licensed agents in enrolling small‑business groups, provide benefit‑administration services, and execute marketing and outreach activities aimed at underserved and rural markets. Compensation is purely commission‑based, capped at 2 % of premiums plus a $7.05 per‑member‑per‑month rate for Kaiser Permanent plan enrollments.
