Building Envelope Commissioning Services

This contract is for Building Envelope Commissioning Services for Multnomah County's Library Bond Projects. The successful Proposer will provide commissioning agent services for the renovation and new construction of library facilities. The contract term shall be five (5) years with options to renew for two (2) additional two (2) year periods. Some key features of the projects include: flexible civic and performance spaces, expanded study space, dedicated teen space, video-conferencing facility, library of things, makerspace, audio and video production space, bike and stroller parking, sewing studio, sustainability improvements, space for artists in residence, space for cultural celebrations, demonstration kitchen, and small business incubator. • The Proposer must have experience in building envelope commissioning services, with a minimum of seven (7) full years in this type of work. • The Proposer must have knowledge of national and local building codes, as well as experience in writing commissioning specifications. • The Proposer must have excellent verbal and writing communication skills and be highly organized. • The Proposer must be able to work with the Owner and project delivery team to ensure the project conforms to the Basis of Design (BOD) requirements and project budgets. • The Proposer must be able to provide a comprehensive hourly rate schedule.
