Awarded vendors
- FEI.com, Inc.
Description
This contract authorizes the Idaho Department of Health and Welfare to award a five‑year, sole‑source agreement to FEI.com, Inc. for the continued development, hosting, maintenance, and support of the Web Infrastructure for Treatment Services (WITS) electronic health record system. The agency justifies the award on the basis that FEI’s WITS/ICANS platform is uniquely configured for state‑wide behavioral health services and that the estimated cost to switch to an alternative system exceeds the value of the proposed contract.
• Scope includes software enhancements, annual hosting, help‑desk support, user training, system configuration, and integration with state and federal reporting systems.
• Total estimated contract value is $2,501,414 for the five‑year period (≈ $500 k per year).
• The current contract (BC1094) expires 30 June 2026; the new award will begin after that date to ensure continuity of services.
• A detailed feature‑by‑feature comparison (Attachment 3) shows no viable alternative vendor that can duplicate FEI’s functionality without incurring a switch‑cost estimate of $3.3 million.
