IIP, LUA, and Development Impact Fee Study

The City of Mesa awarded a $198,760 fixed‑price contract to TischlerBise Inc. to produce a comprehensive Infrastructure Improvement Plan (IIP), develop Land Use Assumptions (LUA), and conduct a Development Impact Fee (DIF) study. The scope includes data collection, growth and demand analysis, inventory of existing infrastructure, LOS analysis, drafting and finalizing the IIP, creating the DIF methodology and revenue forecasts, and managing public outreach and adoption processes. The work is expected to be completed within roughly 12 months from the notice to proceed, delivering technical memoranda, draft and final reports, public hearing packages, and staff training. The procurement was conducted via a Request for Qualifications (RFQu) with a full and open competition process, culminating in a single‑vendor award.
