Description

The Arizona Department of Child Safety is seeking a qualified, licensed psychologist to serve as a Process‑Improvement Psychological Consultant. The consultant will conduct fidelity reviews of psychological services within child‑welfare settings, develop recommendations, provide training and coaching to clinical staff, collaborate with multidisciplinary teams, and perform trend analysis and reporting. The work is advisory/consultative only—no direct services to children are required. The contract is a 2‑year firm‑fixed‑price agreement with optional extensions up to a total of 5 years, and the award will be based on best‑value evaluation (experience, methodology, and cost). • Conduct fidelity reviews, produce recommendations, and ensure alignment with testing standards and ethical guidelines. • Deliver training, coaching, and consultation to ADCS clinical providers, both remotely and in‑person as needed. • Analyze trends in psychological consultation services, prepare regular reports, and attend scheduled meetings with ADCS program staff. • Must hold an unrestricted Arizona psychology license, possess a Ph.D./Psy.D., and have minimum 5 years child‑welfare experience plus 3 years conducting psychological evaluations. • All deliverables must meet performance metrics (≥95 % compliance on referral acknowledgment, case review turnaround, and quarterly reporting).

Budget estimate

$200,000 – $500,000

No contract ceiling is disclosed. Based on a 2‑year firm‑fixed‑price arrangement for a highly specialized psychologist providing ongoing fidelity reviews, training, and trend analysis, a reasonable estimate would be between $200,000 and $500,000 total. The lower bound assumes a modest hourly rate (~$150/hr) with limited monthly hours, while the upper bound reflects higher rates (~$250‑$300/hr) and a full‑time consultant load, plus travel and overhead.
