Community Risk Assessment and Standard of Cover

The State of Wyoming is seeking a qualified independent fire and emergency services consulting firm to conduct a comprehensive Community Risk Assessment (CRA) and develop a corresponding Standard of Cover (SOC) for Camp Guernsey Joint Training Center. The selected contractor will provide an objective, data-driven evaluation of fire and emergency service risks, operational capabilities, staffing requirements, organizational structure, apparatus, facilities, emergency communications, response performance, and service delivery. Key aspects of the project include: • Conducting an on-site assessment of Camp Guernsey • Developing a comprehensive CRA and SOC • Evaluating current conditions and identifying hazards based on probability, consequence, vulnerability, mission impact, and available response capability • Providing defensible recommendations for personnel, equipment, facilities, organizational structure, policies, and supporting resources • Ensuring compliance with applicable DoD, Army, National Guard Bureau, NFPA, and CPSE guidance
