The International Boundary and Water Commission (US Section) is seeking a firm‑fixed‑price contractor to operate and maintain the South Bay International Wastewater Treatment Plant (SBIWTP) in San Diego, CA. The scope includes 24/7 plant staffing, preventive maintenance, compliance with NPDES permit CA0108928, SCADA/OT security, emergency spill response, and coordination with binational stakeholders. The contract is base‑year FY 27 with four one‑year options, allowing up to five years of service, and will be evaluated on technical merit first, then price fairness.
• Operate and maintain a 25 MGD secondary (plus 10 MGD advanced‑primary) wastewater treatment facility.
• Provide full staffing, SCADA/OT management, regulatory reporting, and emergency spill‑prevention/response.
• Deliver monthly O&M reports, annual condition assessments, and maintain a comprehensive asset‑management plan.
