Description

The Town of Los Gatos is seeking a qualified transportation engineering firm to conduct a comprehensive speed‑survey and engineering evaluation of 65 identified roadway segments (31 high‑volume, 34 low‑volume) and to review all town school zones for possible speed‑limit reductions under California law (AB 382). The consultant will collect 85th‑percentile speed data using radar and 24‑hour traffic counters, analyze three‑year crash histories, assess roadway geometry, land use, pedestrian/bicycle activity, and produce a final report with recommendations, GIS data, and a presentation to town staff or council. The contract is a one‑year professional‑services agreement beginning January 2027 with a “not‑to‑exceed” fee. • Perform radar speed surveys on 31 high‑volume segments and 24‑hour mechanical counts on 34 low‑volume segments (Tuesday‑Thursday only). • Review three‑year accident data and evaluate existing speed limits, roadway characteristics, and surrounding land uses. • Conduct a separate school‑zone speed‑limit eligibility review per AB 382 and California Vehicle Code. • Deliver raw and processed speed data, summary tables, GIS‑compatible recommendation matrices, and a concise final engineering report. • Provide a presentation of findings to town staff/council; all work must be overseen by a California‑licensed PE in traffic engineering. • Proposal submission due electronically by 5:00 pm on November 27, 2026; questions due by November 13, 2026. • Contract term: one year (Jan 2027 – Dec 2027) with no renewal option.

Budget estimate

$200,000 – $500,000

The RFP does not disclose a budget. Based on typical consulting rates for transportation engineering in California (approximately $150–$250 per hour for senior engineers, plus equipment costs) and the scope—65 segment surveys, crash‑history analysis, school‑zone review, data processing, and a final report—total effort is likely in the range of 1,200–2,000 labor hours plus equipment rentals. This suggests a contract value roughly between $200,000 and $500,000, depending on the firm’s staffing mix and any subcontracted services.
