RFP#019-002 Substitute Services - Non-Certified Staff

Manchester Public Schools is seeking one or more vendors to provide on‑call, non‑certified substitute personnel (para‑educators, secretaries, occupational/physical therapy staff, and tutors) for its K‑12 schools. The work is “as‑needed,” with a requirement to fill at least 90 % of daily substitute requests within 24 hours. All substitutes must pass fingerprinting, DCF/criminal background checks, and Sex Offender Registry screening; para‑educators must have an associate degree, 60 college credits, or a passing ParaPro test, and tutors must hold a bachelor’s degree. Pricing is submitted as an all‑inclusive net daily (or hourly) rate with no separate travel reimbursement; rates are firm for the first two years of the contract (Sept 1 2018 – Aug 31 2020). The contractor must provide automated daily reporting/billing, maintain a key contact, and cannot subcontract without written permission. The district may award the contract to multiple vendors and may hire any temporary employee permanently without penalty to the contractor.
