Facility Management for Public Safety Complex

The City of Hartford seeks a qualified firm to serve as the primary facility‑management provider for the Hartford Public Safety Complex (HPSC), a 155,000 sq ft campus housing police, fire, dispatch, and related services. The contractor will be the single point of contact for all facility‑related issues, coordinate with the Department of Public Works, and oversee a wide range of services including custodial, grounds, minor repairs, preventive‑maintenance, and subcontractor management. The scope emphasizes 24‑hour emergency response, performance monitoring, reporting, and cost‑saving initiatives. • Daily supervision of custodial, landscaping, and minor repair tasks across the entire HPSC campus. • Development and maintenance of operations & maintenance manuals, service‑request tracking, and a 30‑minute response window for emergencies. • Coordination of numerous vendor contracts (HVAC, electrical, fire‑suppression, security, waste, etc.) and quality‑control oversight of subcontractors. • Preparation of regular reports, budget justification, invoice review, and implementation of energy‑conservation measures.
