Intent to Sole Source - Lunar Exploration Ground Sites (LEGS) Public Private Partnership (PPP)

NASA’s Glenn Research Center is seeking a sole‑source partner to design, integrate, test, deploy, and operate a network of Lunar Exploration Ground Sites (LEGS) that will provide direct‑to‑Earth communications for missions from GEO out to 2 million km. The contractor will be responsible for building additional ground‑station sites (including foundations, utilities, security, fire‑suppression, and environmental monitoring), integrating the government‑furnished 20‑m dual‑band X/Ka antennas, delivering signal‑processing and network hardware, providing software interfaces to NASA’s SCaN Operations Cloud, and performing verification, validation, and sustained operations support. The effort is split between NASA‑provided Site 1 (White Sands, NM) and contractor‑provided sites, with phased milestones requiring three operational sites by October 2027 and full six‑antenna redundancy by October 2028.
