The City of Lodi’s Electric Utility is seeking a qualified engineering/consulting firm to serve as Owner’s Engineer (OE) for the Guild 230/60 kV Substation Project. The OE will act as the technical representative of the utility, providing independent engineering oversight, procurement review, construction‑management, testing, commissioning, and close‑out services throughout the EPC delivery model. Work will be performed on a task‑order basis, with the OE issuing not‑to‑exceed proposals for each phase. The contract is expected to run for roughly three years, covering pre‑EPC planning, design review, construction supervision, and final commissioning.
• Scope includes site familiarization, development of EPC bid packages, technical specification preparation, and coordination with LEU, PG&E, and NCPA.
• Review and approve EPC engineering deliverables, submittals, change orders, and schedule updates.
• Provide construction‑management support, field inspections, and quality assurance.
• Oversee testing, commissioning, energization, and final punch‑list closeout.
• Deliver monthly progress reports and maintain comprehensive project documentation.
• Must be independent of the EPC contractor and cannot bid on the EPC portion.
