Affordable Housing Financial Advisory and Tax Credit Syndication Services

The San Diego Housing Commission, through its partner HDP University Senior L.P., is seeking a qualified consulting firm to provide comprehensive financial advisory and Low‑Income Housing Tax Credit (LIHTC) syndication services for a new 99‑unit affordable senior‑housing project at 5202 University Avenue, San Diego, CA. The consultant will analyze development budgets, evaluate financing options (including 9 % and 4 % LIHTC, tax‑exempt bonds, and state‑level programs), support lender and investor negotiations, prepare TCAC 8609 submittals, and assist with construction‑loan and permanent‑loan closings. The contract is a one‑year term with optional extensions, and the consultant will act in an advisory capacity only.
