Affordable Housing Financial Advisory and Tax Credit Syndication Services

The San Diego‑based Housing Development Partners (HDP) is seeking a qualified consulting firm to provide comprehensive financial advisory and tax‑credit syndication services for a new affordable senior‑housing development at 5202 University Avenue. The work is advisory only and will be structured around milestone‑based not‑to‑exceed (NTE) fees. The consultant must analyze budgets, develop financing strategies, prepare and submit tax‑credit applications, support lender and investor negotiations, and assist with construction‑ and permanent‑loan closings. The contract will be awarded on a best‑value basis and requires extensive certifications, insurance, and compliance with HUD and California regulations.
