Micro-Retail Pilot Program

The City of Tacoma seeks a qualified organization to design, launch, and operate a three‑year Micro‑Retail Marketplace Pilot. The contractor must secure a commercial property in Tacoma, convert it into a shared‑use retail incubator, recruit low‑ and moderate‑income small businesses, provide business‑development services, and develop a sustainable financial model. Funding of up to $500,000 (CDBG‑sourced) is available and the contract may be renewed at the City’s discretion. • Secure and maintain legal control of a Tacoma commercial space for the pilot. • Operate daily marketplace functions, including tenant improvements, staffing, and community programming. • Recruit, select, and provide technical assistance to LMI entrepreneurs, while tracking outcomes and delivering a 3‑year financial sustainability plan.
