R602--Minneapolis VA Out of Town/State Courier - Solicitation

The Department of Veterans Affairs is seeking a courier service to transport pathology and laboratory samples, mail, and official correspondence between the Minneapolis VA Medical Center and various Community Based Outpatient Clinics (CBOCs) in Minnesota and Wisconsin. The contractor will be responsible for daily pickups and deliveries, Monday through Friday, excluding federal holidays. The contractor must have a minimum of three years of experience and meet all requirements of federal, state, or city codes and licenses regarding operations of this type of service. The contract period is for one year, with four option years. • The contractor will transport laboratory specimens, including blood, body fluid, tissue, swabs, and glass slides, properly packaged by VA personnel. • The contractor will deliver mail, X-rays, and/or CD materials, and small miscellaneous supplies from the CBOCs to the MVAMC. • The contractor will deliver clean and sterilized instrumentation from the MVAMC to the Northwest Metro/Ramsey CBOC. • The contractor will pick up soiled instrumentation from the Northwest Metro/Ramsey CBOC and transport it back to the MVAMC. • The contractor must maintain a record of each driver's character and physical capabilities of performing the duties as a courier. • The contractor must provide training to their drivers and supply records of the training on an annual basis to the VA COR.
