Description

The Washington Suburban Sanitary Commission (WSSC) is issuing a Blanket Order Agreement (BOA) for Water Engineering Services. The awardee will provide advanced hydraulic modeling and water‑system planning support using the WaterGEMS platform. Scope includes updating 20‑year demand forecasts, evaluating water‑loss reduction measures, assessing reclaimed‑water feasibility, analyzing system redundancy and resiliency, reviewing growth‑impact studies, and delivering technical analyses for strategic planning and capital improvement programs. The work is technical, data‑driven, and requires proven experience on at least five recent water‑hydraulic modeling projects (three with master‑planning components) and a minimum of five years operating in North America. Proposals must be submitted electronically by November 18, 2026; a non‑mandatory pre‑bid virtual meeting is scheduled for October 27, 2026. The contract will be awarded to the most advantageous proposal based on experience, personnel, technical approach, and price. • Provide ongoing hydraulic model updates, calibration, and scenario analysis in WaterGEMS. • Update long‑range (20‑year) water demand projections. • Evaluate water‑loss reduction initiatives and reclaimed‑water options. • Conduct redundancy, resiliency, and growth‑impact assessments. • Deliver technical recommendations for capital improvement and system optimization. • Minimum qualifications: 5 years North‑American experience; 5 recent water‑hydraulic modeling projects (≥3 with master‑planning). • Submission via WSSC e‑procurement portal; deadline 2 PM, 18 Nov 2026. • Pre‑bid virtual meeting 27 Oct 2026 (non‑mandatory). • Award based on a weighted evaluation (30 % experience, 25 % personnel, 40 % technical approach, 5 % price).

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a dollar ceiling. Typical multi‑year water‑engineering BOA contracts for a regional utility of WSSC’s size range from $0.5 million to $2 million annually, depending on labor rates, staffing levels, and the breadth of modeling tasks. Assuming a 2‑year agreement with a team of senior engineers, modelers, and GIS specialists at blended rates of $150–$250 /hr, the total contract value is likely to fall between $500,000 (minimum effort) and $2,000,000 (full‑scope, multi‑year effort). Factors influencing the final amount include the number of labor categories selected, any optional add‑ons (e.g., reclaimed‑water studies), and the duration of the BOA (often renewable annually).
