The Defense Health Agency (DHA) intends to award a three‑month firm‑fixed‑price bridge contract (with three optional 3‑month extensions) to provide comprehensive program‑management support to three DHA directorates: Assistant Director for Health Care Administration & Operations (ADHCA&O), Portfolio Acquisition Executive for Medical Digital Solutions (PAE‑MDS), and J6 Risk Management Executive Division (RMED). The contractor will supply all personnel, equipment, and non‑personnel services needed to execute tasks such as manpower and human‑capital management, schedule and risk management, strategic planning, IT governance, cybersecurity program support, and business‑operations functions. Work will be performed primarily at DHA Headquarters in Falls Church, VA, with occasional on‑site presence at Joint Base San Antonio, TX, and may require limited travel within the CONUS. The effort is a non‑competitive sole‑source award to Deloitte Consulting, LLP, but other responsible sources may submit capability statements by the deadline. • Provide program‑management and business‑operations support to ADHCA&O, PAE‑MDS, and RMED. • Deliver services including manpower/human‑capital management, schedule & risk management, strategic planning, IT governance, and cybersecurity program assistance. • Perform work at DHA Headquarters (Falls Church, VA) and Joint Base San Antonio (TX); limited CONUS travel required. • Base period of performance: 14 Nov 2026 – 13 Feb 2027 (3 months) with three optional 3‑month extensions. • Firm‑fixed‑price contract; travel line‑item budget $4,500 per period. • Contractor must comply with DHA security (CAC), onboarding, and NDA requirements; telework allowed with COR approval.
